Leung’s Case - A Matter of GFA or Non-GFA?

Any one who has read Chapter 3 of Report No. 45 of the Director of Audit (http://www.aud.gov.hk/eng/pubpr_arpt/rpt_45.htm)would probably agree that the Director’s findings and comments are not unreasonable. But in all fairness to Leung Chin-Man, he should not be the only one to shoulder all the blame, especially on the main issue of his exercising discretion over whether the Public Transit Terminus (PTT) should count GFA or not on the Grand Promenade site in Sai Wan Ho. In fact the Lands Department (LD) should also take some responsibility here for leaving the issue open to contention in the first place.
